PDM HISTORY
In 2007, the would-be realization of a dream started from a simple conversation of four noble men: Mayor Epifanio V. Guillermo, Vice Mayor Juanito H. Santiago, Governor Joselito Mendoza and Mr. William R. Villarica: public servants, entrepreneurs, philantropists; united in thoughts and inspired by a common vision: A BRIGHTER FUTURE FOR EVERY MARILENYO.
A piece of land, donated by Mr. WILLIAM VILLARICA, ATTY. HENRY & MRS. LINABELLE VILLARICA, was originally envisioned to become the third public high school in the municipality. But eventually, after hearing public clamor and understanding the plight of the marginalized sector, plans shifted to a more ambitious yet more timely decision: having our own local college.
Various suggestions and assistance started to pour in, some suggested establishing another local campus for PUP, while others opened the possibility of having Marilao Campus for Bulacan Polytechnic College. Driven by the desire to maximize the municipal government's potential to provide public service and given its financial capacity, a decision was made by the father of this municipality, MAYOR EPIFANIO V. GUILLERMO: MARILAO WILL BE AMONG THE FIRST FEW LGU's IN BULACAN TO OPERATE ITS OWN COLLEGE AND THE JOURNEY TOWARDS ITS REALIZATION STARTED.
The first step: SETTING THE DIRECTION.
The municipal government took the newest challenges with much determination, and setting the direction was taken seriously. In late 2007 Mayor Peping Guillermo created the Technical Working Group which was tasked with conducting the FEASIBILITY of operating a local college, determine financial requirements, sustainability, market needs and target beneficiaries. The result was not only positive, it was more than overwhelming.
The second step: LEGISLATIVE AUTHORIZATION:
The Sangguniang Bayan ng Marilao headed by Vice Mayor Juanito H. Santiago together with Honorable councilors Divina Espiritu-Reyes, Alexis C. Castro, Alan P. Aguilar, Andre Favian D. Santos, Allane T. Sayo, Marlon O. Villamar, Irma G. Celones, Segundo R. Angeles, ABC President Quintin F. Nieto, and SK Federation Chairman Maria Richella I. Silvestre, wasted no time and deliberation on the draft ordinance providing for the establishment of the local college started. After three readings, Municipal Ordinance 671 was finally approved and PDM was born.
The third step: BUILDING THE EDIFICE:
The modern design of the school's edifice became an inspiration for everyone, the blue print was ready, the perspective was impressive, the budget was set, and donations poured in. Further boost was felt during the groundbreaking ceremony in February of 2009. And the construction began.
The fourth step: SECURING CHED PERMIT TO OPERATE:
The municipal government recognized the need for legitimation, hence, application for permit to operate commenced. Coordination and consultation with the officials of the COMMISSION ON HIGHER EDUCATION-Regional Office III started in June 2009. Several compliance actions fo llowed as per instruction of Mayor Guillermo to strictly comply with all the requirements. It is good to note how CHED appreciated and commended the efforts of Mayor Epifanio V. Guillermo, Vice Mayor Juanito H. Santiago, and the entire municipal government as they became vocal about how impressive the school was going to be, judging from its documentary compliance, physical facilities, initial faculty line-up, laboratories, and library.
The fifth step: GETTING STARTED TO OPERATE:
Inspired by CHED's comments and verbal assurance, the municipal government mobilized all concerned offices to get the school ready for June 2010. Less than three years after the simple conversation, the dream has become a reality. And to legitimize its operation, CHEDRO-III finally granted Government Permit to Operate on June 29, 2010 by virtue of GP094 for Hotel & Restaurant Management program and GP-099 for Information Technology program, covering academic years 2010-2011 and 2011-2012.
